為全面貫徹落實(shí)中央和省、市政府關(guān)于擴(kuò)大內(nèi)需、促進(jìn)消費(fèi)的有關(guān)精神，進(jìn)一步提升雨花經(jīng)濟(jì)輻射力和影響力，促進(jìn)區(qū)域經(jīng)濟(jì)發(fā)展，于201*年9月30日-201*年元月22日舉辦“201*雨花時(shí)尚消費(fèi)節(jié)”活動(dòng)。此活動(dòng)由長沙市商務(wù)局、雨花區(qū)人民政府主辦，湖南環(huán)�？萍籍a(chǎn)業(yè)園、雨花區(qū)商務(wù)局、雨花區(qū)各街道、鄉(xiāng)、鎮(zhèn)共同承辦，在雨花區(qū)內(nèi)展開一場集購物、休閑、美食、娛樂于一體的時(shí)尚消費(fèi)盛宴。此次消費(fèi)節(jié)歷時(shí)115天，跨越了國慶、圣誕、元旦三節(jié)，共推出了“時(shí)尚樂購”、“美味情緣”、“車舞飛揚(yáng)”、“歲末溫暖”、“新春新禮”、“在雨花很精彩”、“打造區(qū)域性消費(fèi)中心研討會”、“雨花有禮驚喜有你幸運(yùn)大抽獎(jiǎng)”等八大主題活動(dòng)，活動(dòng)氣氛熱烈、內(nèi)容豐富，為拉動(dòng)我區(qū)消費(fèi)增長發(fā)揮了突出的作用，現(xiàn)將活動(dòng)情況總結(jié)如下：

一、活動(dòng)的主要特點(diǎn)和亮點(diǎn)

（一）活動(dòng)成效良好。消費(fèi)節(jié)舉辦期間，我區(qū)市民的消費(fèi)潛力得到了有效的釋放，消費(fèi)增長迅速，對經(jīng)濟(jì)的拉動(dòng)作用明顯。根據(jù)初步統(tǒng)計(jì)的數(shù)據(jù)，消費(fèi)節(jié)期間全區(qū)完成社會消費(fèi)品零售總額97億元，環(huán)比增長20.8%。餐飲行業(yè)也持續(xù)火爆，特別是宴席以及年夜飯的預(yù)定，大大超出商家的預(yù)期；就派發(fā)消費(fèi)券的情況看來，所有參與“抽獎(jiǎng)”活動(dòng)的企業(yè)，消費(fèi)券回收率達(dá)到98%以上，極大程度的刺激了居民的消費(fèi)欲望。

（二）活動(dòng)影響廣泛。活動(dòng)期間，長沙電視臺新聞?lì)l道、長沙晚報(bào)、瀟湘晨報(bào)、三湘都市報(bào)、長沙電臺交通頻道、星辰在線、紅網(wǎng)等新聞媒體，通過辦專欄、開專版、設(shè)專題等形勢，對活動(dòng)進(jìn)行

全程報(bào)道和跟蹤報(bào)道，立體、廣泛地報(bào)道宣傳了201*雨花時(shí)尚消費(fèi)節(jié)活動(dòng)。其中貫穿整個(gè)消費(fèi)節(jié)活動(dòng)的“雨花有禮驚喜有你”幸運(yùn)大抽獎(jiǎng)活動(dòng)共開出特等獎(jiǎng)5名，一等獎(jiǎng)20個(gè)，二等獎(jiǎng)40個(gè)，三等獎(jiǎng)80名，幸運(yùn)獎(jiǎng)200名，共派送汽車、冰箱、彩電等獎(jiǎng)品345件，價(jià)值100多萬元。本次消費(fèi)節(jié)參與企業(yè)達(dá)144家，涵蓋百貨超市、家居建材、汽車4S店、餐飲賓館、休閑服務(wù)等行業(yè)。共有7萬余消費(fèi)者積極參與，真正讓廣大消費(fèi)者感受了雨花的時(shí)尚，享受了雨花的美味，體驗(yàn)了雨花的浪漫，分享了雨花的快樂，獲得了驚喜�；顒�(dòng)高潮迭起，達(dá)到了聚攏人氣，以節(jié)造市，繁榮活躍市場的目的。

（三）活動(dòng)氛圍濃厚。我局組織編印了“繽紛雨花〃時(shí)尚樂購”201*雨花時(shí)尚消費(fèi)節(jié)海報(bào)以及“在雨花很時(shí)尚”201*雨花時(shí)尚消費(fèi)手冊，在全市范圍內(nèi)張貼和向社會和廣大消費(fèi)者免費(fèi)發(fā)放，活動(dòng)期間投放、印發(fā)張貼各類宣傳資料5萬份，營造了良好的消費(fèi)氛圍�；顒�(dòng)期間，商場、超市、餐飲、文化、娛樂、汽車4S店等各個(gè)行業(yè)的商家紛紛使出渾身解數(shù)促銷，采用折扣、特賣、買滿贈券、送體驗(yàn)券等方式來吸引消費(fèi)者，增加銷售額。如家潤多朝陽店全天候分時(shí)段滾動(dòng)優(yōu)惠，推出“糧油節(jié)”，油、大米等生活物質(zhì)大幅度讓利，銷售額同比增長17%。步步高東塘店購物買滿送飲料、春聯(lián)、掛歷。友誼商城推出全天18小時(shí)連軸轉(zhuǎn)，各種精彩促銷陸續(xù)上演，折扣幅度從2到7折不等，據(jù)統(tǒng)計(jì)，在國慶以及元旦期間，友誼商城、友阿百貨、金色家族三家商場統(tǒng)計(jì)，實(shí)現(xiàn)銷售總額8200萬元，同比增長35.2％，黃金飾品銷售額同比增長40％；蘇寧、

國美、通程三大家電器大賣場統(tǒng)計(jì)，共實(shí)現(xiàn)銷售總額21900萬元，同比增長30％。各商家以誠信經(jīng)營、優(yōu)質(zhì)服務(wù)以及形式多樣的促銷活動(dòng)，進(jìn)一步調(diào)動(dòng)了市民的購物消費(fèi)熱情，商家直接讓利于市民，市民直接得到實(shí)惠，這種互利共贏的結(jié)果，讓消費(fèi)者滿意，商家開心，營造了喜慶祥和的購物消費(fèi)氛圍。

二、活動(dòng)取得成功的經(jīng)驗(yàn)

（一）高度重視、科學(xué)決策�；顒�(dòng)期間，區(qū)委、區(qū)政府主要領(lǐng)導(dǎo)對活動(dòng)高度重視，分管副區(qū)長劉穎鵬多次召開協(xié)調(diào)會，聽取匯報(bào)，對相關(guān)工作進(jìn)行部署，并要求相關(guān)部門高度重視，精心組織，務(wù)求實(shí)效。區(qū)內(nèi)各有關(guān)部門主要領(lǐng)導(dǎo)親自負(fù)責(zé)，明確責(zé)任部門，細(xì)化工作分工，做到工作到人、責(zé)任到人，扎實(shí)推動(dòng)各項(xiàng)工作。（二）精心籌劃、突出特色。整個(gè)消費(fèi)節(jié)活動(dòng)按照政府搭臺、企業(yè)唱戲和區(qū)街聯(lián)動(dòng)的思路，區(qū)內(nèi)各企業(yè)積極參與。我局多次就工作方案向分管副區(qū)長進(jìn)行匯報(bào)，通過多次籌備工作會議的商議，確定了此次活動(dòng)的時(shí)尚主題，并協(xié)同市局舉辦的201*“福滿星城”購物消費(fèi)節(jié)籌備工作多次向市商務(wù)局進(jìn)行匯報(bào)，受到了各級領(lǐng)導(dǎo)的充分肯定。

（三）密切配合、上下聯(lián)動(dòng)。舉辦這次活動(dòng)，我們面臨時(shí)間緊、任務(wù)重、規(guī)模大、牽涉部門多、工作量大等困難，各街道有關(guān)部門積極支持，分工協(xié)作，大力配合做好有關(guān)工作。在整個(gè)活動(dòng)的過程中，我局負(fù)責(zé)整體活動(dòng)的策劃和組織實(shí)施以及各成員單位的協(xié)調(diào)、聯(lián)絡(luò)和對各專題活動(dòng)的聯(lián)系、指導(dǎo)。區(qū)城管局、公安局、區(qū)交警大隊(duì)等相關(guān)部門為活動(dòng)的籌備和順利開展做了大量的工作。各相關(guān)部

門對活動(dòng)進(jìn)行全過程監(jiān)管和服務(wù)，嚴(yán)厲打擊弄虛作假、以次充好等不法行為，及時(shí)做好各項(xiàng)活動(dòng)的安全防范工作和妥善處理可能出現(xiàn)的突發(fā)事件，保障消費(fèi)者的購物消費(fèi)環(huán)境，確保購活動(dòng)安全、圓滿。在各職能部門密切配合下，整個(gè)活動(dòng)得以成功舉行，達(dá)到了預(yù)期的效果。

三、啟示和建議

一是舉辦購物節(jié)能夠有效提振消費(fèi)信心。當(dāng)前，國際金融危機(jī)的影響仍在不斷深化，市場的持續(xù)繁榮有賴于消費(fèi)者信心的進(jìn)一步提振。本次消費(fèi)節(jié)活動(dòng)的圓滿成功，表明了全社會蘊(yùn)藏著巨大的消費(fèi)潛力，還有很大的消費(fèi)拓展空間。

二是舉辦購物節(jié)是對新形勢下更好地實(shí)現(xiàn)商務(wù)主管部門職能的有益探索。市場經(jīng)濟(jì)條件下，商務(wù)主管部門如何進(jìn)一步加強(qiáng)對市場的監(jiān)管和服務(wù)，如何進(jìn)一步搞活流通、擴(kuò)大消費(fèi)，通過這次購物節(jié)活動(dòng)，我們認(rèn)為，政府在搭建消費(fèi)平臺、引導(dǎo)和鼓勵(lì)消費(fèi)、拓寬消費(fèi)空間、營造消費(fèi)文化、加強(qiáng)市場監(jiān)管等方面大有可為。與此同時(shí),政府也需要有必要的投入,確保購物節(jié)的宣傳、組織和服務(wù)工作經(jīng)費(fèi)。

當(dāng)前，新的形勢要求我們要充分發(fā)揮我區(qū)建設(shè)區(qū)域中心的輻射作用,精心打造消費(fèi)節(jié)，以節(jié)造勢、拉動(dòng)消費(fèi)增長，推進(jìn)我市商貿(mào)服務(wù)業(yè)加快發(fā)展。為此，我們提出如下建議：

一是要開展“品質(zhì)提升”活動(dòng)，優(yōu)化消費(fèi)環(huán)境。以專項(xiàng)整治與日常監(jiān)管相結(jié)合的方式，繼續(xù)加強(qiáng)酒類流通市場、廢舊物資回收、成品油等特殊行業(yè)監(jiān)管。加強(qiáng)生豬的定點(diǎn)屠宰管理，保障農(nóng)村流通領(lǐng)域食品安全。

二是要抓品牌創(chuàng)塑。積極培育美食、茶樓、運(yùn)動(dòng)休閑、養(yǎng)生保健等特色潛力行業(yè)，提升商業(yè)特色（街區(qū)）品位檔次，著力打造生活品質(zhì)示范街區(qū)。引導(dǎo)企業(yè)加強(qiáng)經(jīng)營管理，提升服務(wù)水平，改善消費(fèi)環(huán)境，開展“名店”、“老字號”、“重點(diǎn)骨干企業(yè)”和“優(yōu)秀服務(wù)企業(yè)”等評選活動(dòng)，培育商貿(mào)特色企業(yè)品牌。組織開展技術(shù)比武活動(dòng)，提升服務(wù)業(yè)從業(yè)人員整體素質(zhì)，塑造個(gè)人服務(wù)品牌。

三是要引導(dǎo)市民消費(fèi)。通過廣播、電視、報(bào)紙、網(wǎng)絡(luò)等媒體，大力宣傳“促進(jìn)消費(fèi)、擴(kuò)大內(nèi)需”的各方面政策，加強(qiáng)對現(xiàn)階段社會保障體系建設(shè)情況及發(fā)展趨勢的正面引導(dǎo)，加大對商貿(mào)服務(wù)企業(yè)品牌產(chǎn)品、服務(wù)環(huán)境及促銷活動(dòng)的宣傳力度，進(jìn)一步提振消費(fèi)信心，激發(fā)消費(fèi)熱情，為促進(jìn)消費(fèi)市場的繁榮活躍帶來更多的人氣和商氣。
