雪山鎮(zhèn)為推動(dòng)“三個(gè)建設(shè)年”、“四幫四促”活動(dòng)的深

入開展和作風(fēng)行為規(guī)范“四要十不準(zhǔn)”規(guī)定的貫徹落實(shí),切實(shí)改進(jìn)機(jī)關(guān)干部作風(fēng),提高依法行政的能力和水平,維護(hù)群眾合法權(quán)益,樹立廉政、勤政、親民、為民的干部隊(duì)伍形象,營(yíng)造和諧穩(wěn)定的社會(huì)環(huán)境,在全鎮(zhèn)積極開展“四查四整治”自糾自查活動(dòng)。

查黨員干部對(duì)人民群眾的感情,整治對(duì)待群眾冷漠生硬、麻木不仁的問題。在全鎮(zhèn)各級(jí)干部職工中開展“四個(gè)一”活動(dòng):一是開展一次“群眾在我心中”為主題的演講比賽;二是開展一次深入村寨為服務(wù)對(duì)象排憂解難活動(dòng);三是開展一次與服務(wù)對(duì)象談心活動(dòng);四是開展一次全鎮(zhèn)干部學(xué)習(xí)活動(dòng),夯實(shí)思想基礎(chǔ),筑牢思想防線。通過開展這一系列活動(dòng),把干部職工密切聯(lián)系群眾的要求轉(zhuǎn)化為自覺行動(dòng),把老百姓當(dāng)親人、時(shí)刻把百姓冷暖記在心上,與群眾同心協(xié)力、同甘共苦。切實(shí)增強(qiáng)廣大黨員干部為人民服務(wù)的宗旨意識(shí)和公仆情懷,以扎扎實(shí)實(shí)的工作作風(fēng)為人民群眾謀取實(shí)實(shí)在在的利益,堅(jiān)決糾正廣大黨員干部對(duì)待群眾冷漠生硬、麻木不仁的問題。

查干部隊(duì)伍的紀(jì)律作風(fēng),整治干部不作為甚至亂作為的

問題。要求各黨工委、村、鎮(zhèn)直各部門集中開展轉(zhuǎn)變作風(fēng)、

加強(qiáng)紀(jì)律等方面的自查自糾,進(jìn)一步完善紀(jì)律制度,嚴(yán)格落實(shí)紀(jì)律規(guī)定,嚴(yán)格要求干部,從嚴(yán)管理干部。把所屬轄區(qū)執(zhí)行“四要十不準(zhǔn)”規(guī)定、加強(qiáng)作風(fēng)建設(shè)情況,作為年度目標(biāo)考核和民主評(píng)議的重要內(nèi)容,切實(shí)加強(qiáng)考核管理和評(píng)議監(jiān)督。進(jìn)一步加大明查暗訪力度,組織督查組、信息員、暗訪組進(jìn)行明查暗訪。對(duì)工作作風(fēng)粗暴、搞特權(quán)、逞威風(fēng)、工作方法簡(jiǎn)單、工作紀(jì)律渙散、拖拉推諉、不執(zhí)行“四要十不準(zhǔn)”規(guī)定、“吃拿卡要”、以權(quán)謀私等問題公開曝光,對(duì)責(zé)任人員視其情節(jié)給予相應(yīng)處理,同時(shí)對(duì)各單位負(fù)責(zé)人按照有關(guān)規(guī)定嚴(yán)格問責(zé),確保存在的不良問題得以有效解決。

查干部隊(duì)伍的精神狀態(tài)和工作方法,整治執(zhí)行力不強(qiáng)、

執(zhí)行水平不高的問題。各有關(guān)部門進(jìn)一步完善目標(biāo)責(zé)任制、崗位責(zé)任制、服務(wù)承諾制、首問責(zé)任制、限時(shí)辦結(jié)制和責(zé)任追究制等制度,促使全鎮(zhèn)廣大干部職工真正把心思用在工作上,把精力投到落實(shí)中。強(qiáng)化督查督辦和考核,對(duì)違反上述有關(guān)制度規(guī)定、工作長(zhǎng)期不在狀態(tài),精神不佳和不能按要求完成工作的干部,采取待崗和組織處理,切實(shí)解決在干部隊(duì)伍中存在安于現(xiàn)狀、缺乏工作激情和開拓創(chuàng)新精神的問題,使廣大干部職工始終保持與時(shí)俱進(jìn)的精神狀態(tài)。要求全鎮(zhèn)干部職工深入基層和群眾宣傳中央、省、地、縣決策部署、方針政策,聽民聲、排民憂、解民難、給民利,切實(shí)為民辦實(shí)事。明確鎮(zhèn)直各部門領(lǐng)導(dǎo)在活動(dòng)期間為群眾解決2件以上熱

點(diǎn)難點(diǎn)問題。

查各種不穩(wěn)定和不和諧因素,整治矛盾糾紛調(diào)處不力的

問題。結(jié)合工作實(shí)際,由鎮(zhèn)信訪維穩(wěn)辦公室集中開展現(xiàn)場(chǎng)接訪和矛盾糾紛排查調(diào)處活動(dòng),深入各村對(duì)群眾普遍關(guān)心和反映強(qiáng)烈的熱點(diǎn)難點(diǎn)問題以及重點(diǎn)領(lǐng)域、重點(diǎn)人員進(jìn)行細(xì)致排查,摸清底數(shù),建立臺(tái)帳。建立完善干部接訪、下訪制度,通過領(lǐng)導(dǎo)信箱等民意表達(dá)渠道,形成通暢無(wú)阻、規(guī)范有效的民意表達(dá)機(jī)制。建立健全矛盾糾紛調(diào)處機(jī)制,運(yùn)用平等對(duì)話、溝通、協(xié)調(diào)、協(xié)商等辦法來(lái)解決社會(huì)問題,化解社會(huì)矛盾,引導(dǎo)群眾通過法律途徑解決糾紛,維護(hù)群眾自身合法權(quán)益,理性表達(dá)利益訴求,最大程度保障社會(huì)公共利益和群眾基本利益益。在矛盾糾紛排查中,對(duì)一般性矛盾糾紛邊排查邊調(diào)處,對(duì)重大疑難問題落實(shí)領(lǐng)導(dǎo)包案制度。建立完善矛盾糾紛排查調(diào)處各項(xiàng)工作機(jī)制,堅(jiān)持日常排查與集中排查相結(jié)合、定期排查與重點(diǎn)排查相結(jié)合,采取行政、法律、經(jīng)濟(jì)、感情等綜合措施確保調(diào)處化解到位。在全鎮(zhèn)紀(jì)檢監(jiān)察系統(tǒng)集中開展領(lǐng)導(dǎo)干部“接訪、走訪、回訪”活動(dòng),重點(diǎn)圍繞群眾反映的熱點(diǎn)、難點(diǎn)和焦點(diǎn)問題開展接訪;圍繞接訪中發(fā)現(xiàn)的重點(diǎn)、疑難復(fù)雜問題開展走訪;圍繞信訪問題的答復(fù)開展調(diào)研回訪。把矛盾化解在基層,把問題解決在當(dāng)?shù)兀央[患消除在萌芽狀態(tài)。

通過“四查四整治”自糾自查工作的開展,我鎮(zhèn)雖做了一些工作,但也存在一些問題,主要體現(xiàn)在學(xué)習(xí)不夠、查找問題不夠深入等方面。我們將在今后的工作中加大力度,進(jìn)一步深入群眾,進(jìn)一步提高解決問題的能力,使我們的工作做得更好,讓群眾更加滿意,達(dá)到扎扎實(shí)實(shí)幫群眾的目的。

Thankyouverymuchforthisopportunitytojoinyoutoday,andtosharewithyousomeofmythoughtsonleadership.很高興今日有機(jī)會(huì)和大家分享我對(duì)領(lǐng)袖之道的看法。

Leadershipisbutasingleword,andyetitencompassessomuch.領(lǐng)袖這個(gè)詞語(yǔ)只有兩個(gè)字,但包含的意義非常豐富。

Anyonewhoismarriedinparticularthosewhohavesharedalongandhappymarriagewillknowthateveninthehomeenvironmentleadershipisrequiredonadaily,sometimesevenhourly,basis.Now,manyofusmenliketothinkthatwearetheheadofthehouseholdandthefamilyleader.Andthat’scertainlytruebutonlyforaslongasourwivesletusthinkweare!

在座的已婚人士,特別是婚姻長(zhǎng)久而幸福的朋友,一定明白家中時(shí)刻都需要領(lǐng)袖主持大局,F(xiàn)今的男士一般都認(rèn)為自己是一家之主。這當(dāng)然是千真萬(wàn)確的要是我們的太太同意的話。

要維系愉快婚姻和美滿家庭,大家要付出大量的愛和信任,努力溝通和忍耐。簡(jiǎn)而言之,就是要不懈努力。幸好,收獲往往會(huì)比付出多。我相信,我們?cè)诩依飳W(xué)到的,亦可應(yīng)用于領(lǐng)袖的討論?鬃诱f:“欲治其國(guó)者先齊其家”,就是這個(gè)道理。

Imentionthisbecause,indiscussingleadership,weneedtoframethecontextofwhatwearetalkingabout.Historyisfullofgreatmilitaryandpoliticalleadersbuttheleadershiprequiredduringwarisdifferenttothatrequiredduringpeacetime.Captainsofindustryandenterpriseareoftenheldupasleadershiprolemodelsbutthe

leadershiprequiredofamulti-nationalchairmanoftheboardmaynotbethesameasthatneededbyaneagerentrepreneurhopingtostartachachaantengfranchise.Whatlessonscanwelearnfromtheleadersofgreatsportingteams?Whatarethesecretsofleadershipintheculturalsphere?Whatmakesagoodheadmasteratalocalschool?

我之所以這樣說,因?yàn)槲覀冃枰獮橛懻擃I(lǐng)袖這題目定下一個(gè)框架。歷史上有不少偉大的軍事和政治領(lǐng)袖。但是在戰(zhàn)亂中當(dāng)首領(lǐng),與在和平日子當(dāng)領(lǐng)袖,要求截然不同。工商業(yè)界的主管往往被奉為領(lǐng)袖的模范,但在跨國(guó)企業(yè)當(dāng)主席所需的素質(zhì),與正在開展連鎖茶餐廳業(yè)務(wù)的企業(yè)家所需的素質(zhì)不一定相同。我們可從成功的運(yùn)動(dòng)隊(duì)伍領(lǐng)隊(duì)身上學(xué)到什么?在文化界當(dāng)領(lǐng)袖又有什么秘訣?在學(xué)校又如何做一個(gè)稱職的校長(zhǎng)?

Asweseealsofromtheexcellentrangeofspeakersyouhavetoday,leadershipisrequiredineverysphereofourdailylifeinpolitics,inbusiness,incommunitywork,incivilsociety,inartsandculture,inurbandevelopment,inthecreativeindustriesjusttonameafew.今日的講者來(lái)自不同界別。由此可見,領(lǐng)袖在生活不同范疇,例如政治、商業(yè)、社區(qū)及民間工作、文化藝術(shù)、市區(qū)發(fā)展、創(chuàng)意工業(yè)等,都是不可或缺的。TheBauhiniaFoundationitselfisaleaderinthesphereofpublicpolicyresearchinHongKongandhereImustcongratulatetheFoundationonits5thanniversarythisyear,andforprovidingsuchawealthofpolicyperspectivesduringthattime.TheworkoftheFoundationandotherthink-thanksisnotjustausefulreferencepointforthegovernmentitcontributessignificantlytotheknowledgebankofexperienceandideasonwhichthepublicandmediacandrawwhendiscussingimportantissuesfacingoursociety.So,onthisoccasion,ImustthanktheFoundationanditsmembersforallofthethoughtleadershipyouhaveprovidedforHongKong’sbenefitsinceyourinceptionin201*.智經(jīng)研究中心本身,就是本港公共政策研究方面的領(lǐng)袖。我在此祝賀智經(jīng)成立五周年,感謝各位在這段日子提出大量政策觀點(diǎn)。智經(jīng)和其他智庫(kù)的工作,不單對(duì)政府有參考作用,亦為公眾和傳媒在討論重要社會(huì)議題時(shí),提供豐富的經(jīng)驗(yàn)和意見。智經(jīng)及其成員自中心于二○○六年成立以來(lái),以香港的利益為大前提,為我們提供思維上的領(lǐng)導(dǎo),我藉此衷心致謝。

領(lǐng)袖近日亦成為媒體的熱門話題。我相信,在下任行政長(zhǎng)官選舉前未來(lái)九個(gè)月,都會(huì)繼續(xù)成為城中熱話。因此,論壇和工作坊在今明兩天舉行,時(shí)間的配合實(shí)在巧妙。

Indeed,havingheardandreadsomuchlatelyaboutmystyleofgovernanceforHongKong,somemightsaythattheFoundationhavebeencharitableinaskingmetotalktoyouonthetopicofleadership.OrperhapsitshowstheFoundation’sperceptivenessandobjectivityintryingtostudythissubjectagainstalargercanvasofglobalpoliticalevolutionfromthepast,tothepresent,andpeekingintothefuture.

的確,近來(lái)已有許多關(guān)于我治港風(fēng)格的論述。有人看過和聽過后或者會(huì)說,智經(jīng)中心真是包容,竟然邀請(qǐng)?zhí)厥渍務(wù)擃I(lǐng)袖之道。也許這正好表現(xiàn)智經(jīng)的洞察力和客觀態(tài)度,把研究這個(gè)課題放在全球政治演化的大背景上,做到回顧過去,透視現(xiàn)在,展望將來(lái)。

IhavebeencarefulinframingthecontextofwhatIamtalkingabouttoday.IdonotwanttheretobeanydoubtthatwhatIsayisanythingotherthanmyownpersonalreflectionsonleadershipinthepublicsectorofHongKong.Itisnotarecipeforsuccessforuniversalapplication.Itisnotalistofpre-requisites.Itisadistillationofmyownexperienceoveralmost45yearsofgovernmentandpoliticalworkinHongKongmyhopes,myfailures,mydisappointmentsand,dareIsay,myoccasionaltriumphsinmyownhometown.

在準(zhǔn)備今天演講內(nèi)容時(shí),我經(jīng)過一番考慮。我想與各位分享我在香港公營(yíng)界別作領(lǐng)導(dǎo)的個(gè)人反思。所以,我所說的不是什么全球通用的領(lǐng)袖成功要素,也不是領(lǐng)袖先決條件的清單。我和大家分享的,是過去差不多四十五年里,自己在香港政府及政界的經(jīng)驗(yàn)總結(jié),包括我的希冀、失敗和挫折、及容許我這樣說,偶爾的成功。

ThisdistillationofthoughtshasbeenfurtherconcentratedbymyserviceastheChiefExecutiveofthisgreatcityforthepastsixyears.MythoughtsonleadershiphavebeenverymuchshapedbyHongKonganditspeoplewhatIhavelearntandexperiencedfromlivingandworkinginafree,openandpluralisticsociety,andafreeandopeneconomy,thatisundertheever-watchfuleyeofafreeandunfetteredmediaenvironment.過去六年,我擔(dān)任行政長(zhǎng)官,我藉此把自己對(duì)領(lǐng)袖的想法進(jìn)一步聚焦。我這些想法,扎根吾土吾民,是香港和香港人的實(shí)際體驗(yàn)。我們身處的,是一個(gè)自由開放、文化多元的社會(huì),經(jīng)濟(jì)方面同樣自由開放,而城市的日常運(yùn)作,均在自由報(bào)道,并無(wú)束縛的傳媒監(jiān)察之下進(jìn)行。我且以自己在香港生活和工作為基礎(chǔ),向大家作經(jīng)驗(yàn)之談。

Andonthatnote,Iwouldliketosharemythoughtswithyou.以下讓我和各位分享一些想法。

Theleadershipofapolitician,Ibelieve,isfoundedonthepersonalqualitiesthathepossessesandprojectsbyhisactionsandwords.Integritycomesfirst.Youneedthehighestmoralandethicalstandardsbecausewithoutthemyouwillneverbeabletobuildtrustwiththecommunitythatyouleadandserve.

我相信,政要的領(lǐng)導(dǎo)能力,建基于個(gè)人素質(zhì),而這些素質(zhì)亦透過他們一言一行表現(xiàn)出來(lái)。誠(chéng)信是領(lǐng)導(dǎo)之本。要是他沒有最高的道德倫理標(biāo)準(zhǔn),根本不可能為他所領(lǐng)導(dǎo)和服務(wù)的社會(huì)大眾信任。

NextcomespassionpassionforthepeopleofHongKong.Passiontounderstandtheiraspirationsandchangingmoodsatthegrassrootlevels,throughthemiddleclasstothewell-to-do.Passiontoestablishempathywiththem.Passiontoworkwiththem,toidentifythereallifesituationwefacetoday.Passiontomakeitabetterplaceforourchildrenandgrandchildren.Withoutpassionyoujustwon’thavethedrivetodothehardmiles.Passionalsomeansthatyoubelieveinthisplace,youmusthavepassionforHongKong,youbelieveandtrustinitspeople,andyoubelieveinitsfuture.

其次是熱誠(chéng),即盡心為港人服務(wù)的熱誠(chéng)。領(lǐng)袖人物必須要了解香港市民的期望,掌握他們的情緒變化,由草根市民、中產(chǎn)以至富裕階層,與他們和當(dāng)前環(huán)境同呼吸、共感應(yīng)。這種服務(wù)熱誠(chéng),甚至須跨越世代,以子孫后代的祉為念,構(gòu)建美好將來(lái)。領(lǐng)袖人物若沒有這種熱誠(chéng),在形勢(shì)困厄之際,根本難有作為。熱誠(chéng)之本,在于熱愛香港這個(gè)家,信任香港人,信任大家的未來(lái)。

Inthebroadercontext,passionforourcountry,orpatriotism,isjustasimportantforaleaderofHongKong.WearepartofChina.Ourfuturesareforeverlinked.IstronglybelievethatHongKongpeoplelovetheircountryandwanttoseeitprosper.ButIalsofeelthatafteraseparationofoneandahalfcenturies,weneedtounderstandhermoredeeply.WithoutthatunderstandingHongKongcanneverdiscoverfullytheuniquerolethatitcanplayinthedevelopmentofournation.AndwhatchangesthatdevelopmentcanmaketothelivesofpeopleontheMainlandandinHongKong.Notjustintermsofdollarsandcents,economicbenefitorwhatwegetoutofit.Ourcommunityandourleadersneedtolookforwaysinwhichwecancontributemoretothenationalagendabybringingintoplayourexperience,skillsandinternationaloutlook.Anysuchcontributionswillberichlyrewarded.TheChiefExecutivemustalwaysrememberthatheisresponsibletotheCentralGovernmentaswellastothepeopleofHongKong.

作為香港的領(lǐng)袖,熱愛國(guó)家與熱愛香港同樣重要。香港是中國(guó)一部分,血脈相連,榮辱與共。我堅(jiān)信,香港人都熱愛祖國(guó),希望國(guó)家昌盛富強(qiáng)。但我亦感受到,兩地經(jīng)過一個(gè)半世紀(jì)的分隔,香港必須對(duì)祖國(guó)有更深入的了解。缺乏這種了解,香港難以充份體現(xiàn)自己在國(guó)家發(fā)展中可擔(dān)當(dāng)?shù)莫?dú)特角色,以及明白這些發(fā)展如何改變廣大同胞和市民的生活。當(dāng)中涉及的,不單只是錢財(cái)、經(jīng)濟(jì)利益或其他好處。我們的領(lǐng)袖和社會(huì)各界,必須想方設(shè)法,憑借自己的經(jīng)驗(yàn)專長(zhǎng)和國(guó)際視野,為國(guó)家的發(fā)展多作貢獻(xiàn)。這些貢獻(xiàn),一定會(huì)帶來(lái)豐盛回報(bào)。作為行政長(zhǎng)官,必須經(jīng)常謹(jǐn)記,自己同時(shí)向中央政府和香港市民負(fù)責(zé)。

Ialsofeelthathumilityandself-reflectionareveryimportantpersonalqualities,ifyouwanttobealeaderinHongKong.Greatleadersarenotknowntobeshrinkingviolets,ortohavemuchself-doubt.WhatIhavelearntthroughoutmycareeristhatthehigheryougo,themorehumbleyouneedtobecome.Thatisbecausetheburdenofresponsibilityalsoincreasestherearemorepeoplerelyingonyouandyourjudgment.Therearemoreviewsthatneedtobeconsideredandtobereconciled.Therearedifferentwaysofapproachingaproblemthanperhapsyoualonemayhaveconsidered.Thisdoesnotmeanthatyouputasideyourvision,convictionsorprinciplesitjustmeansthatinpursuitofyourobjective,youmusttrytoputyouregotoonesideandacknowledgeandadmitthatotherpeoplemayhaveabetterproposaltoachieveyourownobjective.Humilityalsomeansthatifyougetknockeddownyouacceptthatsetback,getbackupagain,andmoveon.

在香港要當(dāng)領(lǐng)袖,我覺得謙卑態(tài)度和自省能力也非常重要。歷來(lái)的偉大領(lǐng)袖,很少怯懦之輩。從個(gè)人工作經(jīng)驗(yàn)所得,我認(rèn)為越是身處高位,越要兢兢業(yè)業(yè),因?yàn)樨?zé)任重大,許多人都依靠領(lǐng)袖的判斷和表現(xiàn)。當(dāng)然,涉及的考慮因素很多,而處理問題的方式,亦不局限于個(gè)人之見。但這并不代表領(lǐng)袖把自己的愿景、信念和原則擱在一旁。他們反而要在追尋目標(biāo)的過程中,盡量放下一己執(zhí),承認(rèn)并接納他人或有達(dá)致目標(biāo)的更好辦法。謙卑之道,亦在于遇挫敗而敢承認(rèn),百折不撓,堅(jiān)毅求進(jìn)。Leadershipindeedrequiresvision.Butitmustbeavisionthatisrelevanttothepeople,relevanttothetime,andpossibletoachieve.Ihaveoftenusedthewordpragmatictodescribemyapproachtopolicymaking,whichisreallyallabouthowyoubringyourvisiontolife.Akeyaspectofthisistoensurethatyourvisionyourpoliciesandyourplanningforthelongertermareclearlyexplainedandarticulated.Whyyouhavethisvision.WhatitmeansforHongKong.Whyit’simportantforourfuture.What’sinitforthepeopleofHongKong.Visionisnothingwithoutdisciplineandperseveranceyouneedtomakegoodonyourpromises.Touseanoftenquotedphrase:Youcan’tjusttalkthetalk;youhavetowalkthewalk.Ifyoubelieveinyourvision,youneedtofightthegoodfightbecause,ifyoudon’t,thatwillultimatelyerodeyourcredibility.

領(lǐng)導(dǎo)需要抱持愿景,那必須是貼近民眾、適時(shí)和能夠?qū)崿F(xiàn)的愿景。我經(jīng)常以務(wù)實(shí)這個(gè)詞語(yǔ)來(lái)形容我的施政方針,那其實(shí)就是務(wù)求把愿景實(shí)現(xiàn)過來(lái)。要做到這一點(diǎn),關(guān)鍵在于必須清楚說明并闡述愿景--你的長(zhǎng)遠(yuǎn)政策和規(guī)劃。為什么有這樣的愿景?對(duì)香港有什么意義?為什么對(duì)香港的未來(lái)這么重要?香港人有什么可以做?你必須有紀(jì)律并堅(jiān)定地實(shí)行,才能實(shí)現(xiàn)愿景,兌現(xiàn)承諾。我們經(jīng)常說:凡事都要說得到做得到。如果你相信自己的愿景,那必須堅(jiān)守信念,奮勇向前,否則最終必會(huì)損害自己的公信力。

Onceyouhaveyourvisionandsetyouragenda,thenIbelieveleadershiprequiresdiligence.IrecallthatBillClintononcesaidsomethingalongthelinesthat‘everydayisanelectionday’orgovernanceis‘a(chǎn)permanentcampaign’.Thatis,everydayyouneedtoworkhardtodeliveronyourpromisesandvision,aswellasdealwiththemyriadandvariedissuesthatclamourfortimeandattention.Unlessyouarediligent,youcan’tdeliverbecausethedevilisinthedetail.

有了愿景和綱領(lǐng),我相信領(lǐng)袖還需要勤勉用心。我記得克林頓先生說過類似的話:“每日都是競(jìng)選日”,或者管治就是“長(zhǎng)久作戰(zhàn)”。那是說你需要每日勤勉工作,才能履行承諾實(shí)現(xiàn)愿景,處理各類耗時(shí)費(fèi)心的繁重問題。你一定要勤勉用心,否則無(wú)法做好,因?yàn)楣ぷ骷?xì)節(jié)是最容易出錯(cuò)的地方。

Now,leaderscan’tkeepaneyeoneverylittledetailofeverypolicyofeveryissuethere’sjustnotenoughhoursinthedaytodothat.Butwhatleaderscandoissettheexampleforotherstofollow.Entrustyourteamtoremaindiligentindevelopingandimplementingpolicy.Yetformajorissues,orintimesofemergency,youneedtobethereyourselfattendingtothedetailsofthemission.

今日,領(lǐng)袖不可能時(shí)刻留意每個(gè)問題每項(xiàng)政策的每一步工作,時(shí)間上確實(shí)不可能做到。不過,領(lǐng)袖可以樹立榜樣讓其他人跟隨。把工作交托給你的團(tuán)隊(duì)繼續(xù)用心制訂政策并切實(shí)執(zhí)行。當(dāng)然,遇有重大問題或緊急情況,你必須親力親為,并注意工作每項(xiàng)細(xì)節(jié)。

Sensitivitytothechangingworldandsensitivitytothechangingneedsandprioritiesofthecommunityisanotheraspectofleadership.Somemightcallitaradarsystemorevenanearlywarningsystem.Thisisparticularlyimportantandchallengingnowadayswithsucha

multitudeofavenuesforpeopletoexpresstheirviewsandopinions.Ijustmentionedtheneedfordiligenceinpushingforwardyourpolicyagenda.Youalsoneedtobediligentinlisteningtopeople’sviews.It’snoteasyorpleasanttochangeyourplansorapproachbecause,ofcourse,youalreadybelieveithasbeenwellthoughtthrough!Butinmyexperience,noplanisperfectandoftenyoucanimproveitbytakingonboardsomenewideasorperspectives;orbyacknowledgingthatcommunityprioritieshavechangedormovedon.

領(lǐng)袖的另一要素是靈敏反應(yīng)對(duì)不斷轉(zhuǎn)變的世界和民眾訴求,必須更快領(lǐng)悟掌握。有些人說領(lǐng)袖需要有雷達(dá)偵測(cè)系統(tǒng)、甚至是預(yù)警系統(tǒng)那種靈敏度。這點(diǎn)特別重要,難度也高,因?yàn)槿罕姮F(xiàn)在有各式各樣的途徑表達(dá)意見。我剛才提到有需要勤勉推動(dòng)你的施政綱領(lǐng),也有需要用心聽取民眾的意見。如果你相信自己的施政計(jì)劃和方針乃經(jīng)過深思熟慮才定立,最終卻要改變,要接受這做法的確不容易,也不好受。不過,據(jù)我經(jīng)驗(yàn)所得,沒有一項(xiàng)計(jì)劃是完美無(wú)瑕的。采納一些新意念或新角度,或是隨民眾的新取向更改某些計(jì)劃,也的確能夠把施政工作做得更好。AnotherlessonIhavelearntaboutleadershipisthatyoucan’tdoitalone.Youneedagoodteamofpeopletoworkwithyou.Noleadercansurvivewithoutagoodteam.Inmycurrentrole,IhaveadedicatedgroupofPrincipalOfficialssupportedbyapoliticalcadreasmyimmediateteam.Andofcoursewehavethesupportandinputofoneofthefinestcivilservicesintheworld,whichworkshand-in-handwiththepoliticalteamtoundertakepolicyandadministrativeplanning,andtoseethroughtheimplementationofourpoliciesanddecisions.Allalongthechainofcommandthereareteamsofpeopleattendingtothedetailsofthedailybusinessofgovernment.Andeveryteam,ineverydivision,ofeverydepartmentisimportantforthesmoothandefficientrunningofHongKong.另一個(gè)我學(xué)懂的道理,是不能夠孤軍作戰(zhàn)。你需要一個(gè)好的團(tuán)隊(duì)。沒有好班子的領(lǐng)袖是難以成功的。以我目前的崗位,我有一班盡忠職守的政治任命主要官員輔助施政,當(dāng)然還有一支全球最優(yōu)秀的公務(wù)員隊(duì)伍支援協(xié)助。公務(wù)員隊(duì)伍與政治團(tuán)隊(duì)合力制訂政策方針和施政計(jì)劃,確保各項(xiàng)措施和決定得以切實(shí)執(zhí)行。在整個(gè)管理系統(tǒng)中,有各級(jí)人員處理日常施政的每一步工作,每個(gè)部門每一科系組別的同事,都對(duì)香港順暢而高效的施政十分重要。

AsaleaderofHongKong,youreallyhavetobeateamplayer.Yousetthestrategicdirectionandmakeitknowntoyourteam.Afterthatyouneedtospendtimewithyourteam,toshareyourviewswithteammembers,tomakesuretheyunderstandwhatyouwantthemtodo,andtogiveampleroomforthemtocontributetheirbest.Whileitisimportanttomonitortheprogressofthatwork,itisequallyimportanttoempoweryourteamtojustgetonwiththejobathandtotrustthemtodeliverandtohavefaithintheirability.Leadershipalsomeansaboutstandingbyyourteamifsomethingdoesn’tgoquiteaccordingtoplan;andworkingwiththemtorectifyanyproblemsortogetaprojectbackontrack.身為香港的領(lǐng)袖,你必須具備團(tuán)隊(duì)精神。你制定策略方向,并向你的團(tuán)隊(duì)清楚解說;c(diǎn)時(shí)間與你的隊(duì)員交流理念,確保他們明白你的要求,然后給予他們充足空間自行發(fā)揮。監(jiān)察工作進(jìn)展固然重要,把任務(wù)全權(quán)交托他們、信任他們的辦事能力同樣重要。若計(jì)劃進(jìn)展未如理想,身為領(lǐng)袖的必須全力支持團(tuán)隊(duì),與他們一起糾正問題,使計(jì)劃能夠回復(fù)正軌妥善推行。

Communicationisofcourseavitalaspectofleadership.Wehavetotellthecommunitywhatwewanttoachieve.Wehavetoexplainourpoliciesanddecisions.Wehavetoanswerquestionsandaddresscriticisms.Wehavetolistentowhatpeoplehavetosay.Wehavetoengageinadialoguewithcivilsociety.HongKongisfortunatetohavesuchafreeandrobustmediathatkeepsthegovernmentonitstoes.TherecanneverbeanydoubtinHongKongthatwedonotknowwhatthepublicthinksaboutanyparticularissue.TechnologicaladvanceshavemadecommunicationwiththepublicbotheasierandmorechallenginginrecentyearsnotjusthereinHongKongbutforgovernmentsaroundtheworld.Wearetryinghardtomeetthepublic’sexpectationsinthisregardwithgreateruseofsocialmediaplatforms.

領(lǐng)袖的另一要素當(dāng)然是重視溝通。我們必須向民眾解釋我們的目標(biāo)、政策和決定,并且回應(yīng)公眾的提問和批評(píng)。我們必須聆聽市民的意見,與他們對(duì)話交流。香港有一支自由而蓬勃的傳媒隊(duì)伍,監(jiān)察政府謹(jǐn)慎行事。市民的時(shí)評(píng)議論,我們不會(huì)聽不到。科技發(fā)達(dá),政府與市民近年的溝通變得更容易,也更富挑戰(zhàn)。這情況不限于香港,世界各地都一樣。我們會(huì)多使用社交媒體與市民互動(dòng)交流。IfyoutalkaboutYouTubeorFacebookorTwitter,thennaturallyyouthinkabouttheyoungergenerationsthepost-70s,orthepost-80s,orthepost90sasweliketocallthem.Thisleadsmetoanotherimportantlessonaboutleadershipandthatistheneedtonurturetalentandtoprovideopportunitiesforouryoungerpeopletocontributetheirtalents,andtodeveloptheirownleadershipstyleandskills.

說到Y(jié)ouTube或Facebook或Twitter,我們很自然會(huì)想到年輕一代,套用流行用語(yǔ),就是“70后”、“80后”或“90后”。這帶出領(lǐng)袖的另一項(xiàng)重要工作,就是培育人才,提供機(jī)會(huì)予年輕人發(fā)揮所長(zhǎng),讓他們發(fā)展自己一套領(lǐng)導(dǎo)風(fēng)格和技巧。Ithasoftenbeensaidthattheyouthoftodayaretheleadersoftomorrowandthatissotrue.Newideas,newapproachestoproblems,newwaysofcommunicatingallofthesecanbeharnessedbyaleaderwhobringsonboardyoungtalenttotheteam.InHongKong,wearestillintherelativelyearlystagesofdevelopingpartypoliticsbutwecanseethatmoreandmoreyoungpeoplearebecominginterestedinpoliticsandtheissueswhichwillshapethefutureofourcity.Ithinkthatisaverypositivedevelopmentwhichaugerswellforthefutureofpublicadministrationinourcity.

我們經(jīng)常說今日的年輕人是明日的社會(huì)棟梁。這話十分正確。領(lǐng)袖透過提拔年輕才俊進(jìn)入領(lǐng)導(dǎo)團(tuán)隊(duì),可以帶來(lái)新意念、處理問題的新方法,以及新溝通方式。香港的政黨政治發(fā)展仍然處于較初步階段,但我們看到越來(lái)越多年輕人有興趣參與政治和與香港未來(lái)有關(guān)的課題。我認(rèn)為這是可喜的發(fā)展,也有利于香港未來(lái)的公共行政。

Finally,perhapsmostrelevantformeatthispointintime,istheunderstandingthatchangeisinevitableandthatallthingsmustcometoanend.PerhapsthewordIamlookingforiswisdom.Historyislitteredwithgreatleaderswhostayedontoolongfromheadsofstaterightdowntothechairmanofalocalsocialclub.Mytimeisverylimited.IhavemadegoodprogressindeliveringthepledgesImadeatthebeginningofmycurrenttermin201*pledgessetaccordingtomyvisionforHongKong.Yetwecanstillfeelthemomentumforchangebuildingupinthecommunity.IhavenointentionofwindingdownbeforemytermexpiresonJune30nextyearindeedthatwouldgoagainstallofwhatIhavejustsaidaboutleadership.Butthelastyearofanypoliticalleader’stermdoesthrowupparticularchallengesasfarasleadershipisconcerned.Themostobvious,ofcourse,isrelevance.Peoplewillsay:“DonaldwillbegonenextyearsoweneedtostartthinkingaboutwhatwewantthenextCEtodo.”There’snothingwecandotostopthosetypesofdiscussionstakingplaceandIwouldnotwantto.

最后一點(diǎn),或許也最切合我目前的情況,就是領(lǐng)袖必須明白轉(zhuǎn)變是必然的,萬(wàn)事萬(wàn)物都會(huì)有終結(jié)的一天。這或者需要智慧去理解。歷史上許多在位時(shí)間太長(zhǎng)的偉大領(lǐng)袖,上至國(guó)家元首,下至社團(tuán)會(huì)所主席。我的時(shí)間是有限的。我在二○○七年就任本屆行政長(zhǎng)官時(shí),為香港的愿景定下施政承諾,這些工作計(jì)劃至今進(jìn)展良好。不過,社會(huì)要求變革的動(dòng)力還是越來(lái)越大。在明年六月三十日任期屆滿之前,我絕不會(huì)松懈下來(lái),否則便有違我剛才所說的領(lǐng)袖要素。然而,任何政治領(lǐng)袖在任期最后一年,都會(huì)面對(duì)一些領(lǐng)導(dǎo)上的轉(zhuǎn)變。當(dāng)中最明顯的,自是某些事情好像與自己沒有多大關(guān)連。人們會(huì)說:“曾蔭權(quán)明年便卸任,我們要開始思考要求下任行政長(zhǎng)官做些什么了!”我們無(wú)法制止、也不想制止這類討論。

AllIwouldsayisthatitisatremendoushonourandprivilegetobetheChiefExecutiveoftheHongKongSpecialAdministrativeRegionandIpledgetocontinueservingthepeopleofHongKongwiththeintegrity,vision,diligenceandsensitivityIhavejustspokenabout.MyteamandIarenowworkingonourlastPolicyAddressinOctober,andwewillnotshyawayfromtheimportantissuesthatareofconcerntothecommunityhousing,bridgingthewealthgapandelderlyservices.WewillbestartingourconsultationexercisesoonandIurgeyoualltoprovideyourinput.Andofcourse,IamsurethattheBauhiniaFoundationwillhaveasubmissionortwotomakeaswell.

我想說的是,能擔(dān)任香港特別行政區(qū)行政長(zhǎng)官,是我莫大的榮幸。我承諾會(huì)以我剛才所說的領(lǐng)袖要素誠(chéng)懇正直、抱持愿景、勤勉用心、靈敏反應(yīng),繼續(xù)服務(wù)香港市民。我和我的團(tuán)隊(duì)現(xiàn)正編寫我將于十月發(fā)表的最后一份《施政報(bào)告》,我們不會(huì)回避社會(huì)關(guān)心的重要課題,包括房屋、貧富懸殊及安老服務(wù)等。我們即將展開諮詢,我在這里呼吁大家踴躍發(fā)表意見。我相信智經(jīng)研究中心也會(huì)為《施政報(bào)告》提交一兩份意見書。Thankyouverymuch.謝謝。
